Annual enrollment for the 2022-2023 plan year begins July 1 and ends July 31, 2022. During this time, you have the opportunity to review, change, or continue your health and voluntary benefits for the coming year. You are required to submit enrollment selections during this time, even if you do not elect any coverage through the District, or you wish to keep your coverage the same. Elections saved as of 11:59 p.m. July 31, 2022, will take effect September 1, 2022, and continue through August 31, 2023.

If you participate in a flexible spending account (Health FSA and/or dependent care FSA), health savings account (HSA), or the Conroe ISD Alternate Plan, you must re-enroll these benefits annually.

After July 31, 2022, you may only make changes if you experience a qualifying life event, such as marriage, divorce, birth or adoption of a child, death of a covered dependent, or a change in your spouse’s employment status, to name a few. You have 30 calendar days from the event date to notify the Conroe ISD Benefits Office and make changes to your benefits (the notification period for Medicaid and CHIP eligibility is 60 days).

Packets containing the annual enrollment brochure and 2022-2023 Employee Benefits Quick Reference Guide were mailed to arrive at your home the week of June 20, 2022. To access these documents electronically, please use the following links:

1. Enroll online at https://ffga.benselect.com/enroll
2. Enter your CISD employee ID number or full Social Security number (SSN) without any dashes.
3. Enter your six-digit PIN (last four digits of your Social Security number, followed by the last two digits of your birth year).

You do not have to be on the District network to enroll.

July 1 – Enrollment begins

July 31 – Last day for enrollment and changes

August 20 – September medical premium payment due to First Financial (part-time and substitute employees)

August 31 – Last day to submit evidence of insurability, if required (listed as “requested” on enrollment confirmation statement)

September 1 – Effective date of 2022-2023 plan year. Review your paycheck deductions to ensure annual enrollment selections are reflected (full-time employees)

Employees will have computer access to complete the electronic enrollment process at three of the District’s high school campuses from July 5 – 29. Representatives from First Financial will be at all three locations to help with enrollment and answer questions about voluntary benefits plans. Blue Cross and Blue Shield of Texas (BCBSTX) and Kelsey-Seybold Clinic* representatives will also be available each day to answer questions about medical plan benefits. Please refer to the schedule below for specific dates and times:

Tuesday – Thursday, July 5 – 7, 7:30 a.m. to 5:30 p.m.
Monday – Thursday, July 11 – 14, 7:30 a.m. to 5:30 p.m.
Monday – Thursday, July 18 – 21, 7:30 a.m. to 5:30 p.m.

Spanish-speaking assistance will be available on Mondays at Conroe High School 9th Grade Campus only.

*Kelsey-Seybold Clinic representatives will be on-site from 8:00 a.m. – 3:00 p.m. on July 7, July 14, July 18 – 21, and July 25-29.

You may also receive enrollment support over the phone by calling the First Financial Enrollment Assistance Center at 1-855-765-4473. Representatives are available Monday-Friday, 8:00 a.m. to 5:00 p.m. There is an option to leave a voice message for a representative to return your call as soon as possible, or the next business day if it is after hours.

Note: Whether you self-enroll or seek enrollment assistance, you are responsible for the selections submitted in the enrollment site. You should review the Benefit Confirmation/Deduction Authorization statement carefully to ensure it accurately reflects the coverage you want in effect or wish to decline as of September 1, 2022.

Because of the medical plan change from UnitedHealthcare to Blue Cross and Blue Shield of Texas (BCBSTX) effective September 1, 2022, all medical plan participants with coverage as of this date will receive new ID cards from BCBSTX. It will be important to present your new ID card to your health care providers for services received on and after September 1, 2022. While OptumRx will remain the prescription drug plan administrator, it is always a good idea to present your current ID card when filling prescriptions.

You will not receive any other cards unless information on the current card changes, or the card is expiring (flex and HSA benefits). You should contact the plan carrier if you need a replacement card.

Note: Aetna does not mail dental plan ID cards but will mail a welcome letter upon initial enrollment and at the beginning of each plan year. If you need to print a dental ID card, log in to your account at www.aetna.com.

Conroe ISD offers outstanding, competitive benefits to its employees. As a self-funded medical plan sponsor, the District has greater control over benefits offerings and is responsible for all claims and administration costs. Therefore, the District must operate plans that generate ample revenue to cover all expenses. Based on actual and expected future claims, we are pleased to report that medical premiums will either decrease or remain the same. The following changes will take effect for the medical plan effective September 1, 2022:

• Blue Cross and Blue Shield of Texas (BCBSTX) will replace UnitedHealthcare (UHC) as administrator of the Conroe ISD group medical plan. If you wish to maintain Conroe ISD medical coverage, you must select one of the three new medical plan options with BCBSTX.
• There are no premium increases! The HMO plans will have lower premiums, and the HDHP premiums will remain the same.
• The urgent care copay will decrease for the HMO plan options.
• The Conroe ISD Employee Health & Wellness Center is closing. The last day to receive care will be Saturday, August 27, 2022. If you currently use the Center for primary care, you will need to locate a primary care physician (PCP) within your plan’s network. If you use the Center to treat minor illnesses and injuries, consider using BCBSTX Virtual Visits through MDLIVE®. These visits are free to Blue Premier HMO and Blue Essentials HMO members and at a low cost to Blue Choice PPO HDHP members. Or visit a local convenience clinic or urgent care center in your plan’s network.

The Conroe ISD Board of Trustees approved a change to District policy in December 2021 that allows employees to earn a maximum of five paid local leave days per school year. It gives employees the option to either carry over unused local leave to the following school year or receive payment for it in the August 15 paycheck.

Professional employees who choose to receive payment will receive the standard certified substitute teacher pay rate for each unused local day. Paraprofessional and auxiliary employees who choose to receive payment will receive the standard paraprofessional substitute pay rate for each unused local day. As part of this policy change, the extended sick leave benefit will no longer be provided beginning with the 2023 – 2024 school year.

Your disability coverage options
Because of these policy changes, we encourage you to evaluate your current group disability insurance coverage with American Fidelity® during annual enrollment for the 2022 – 2023 plan year. Consider enrolling in coverage if you have not previously enrolled. Annual enrollment is your once-a-year opportunity to change your percentage of income protection, the number of days before your benefits become active, and how long benefits are payable.

Other supplemental plans such as cancer insurance, critical illness insurance, and a hospital indemnity plan may also pay a benefit to you if you are diagnosed with a covered illness or hospitalized. All supplemental benefits, including group disability insurance, are paid directly to you by the insurance company and are not paid as a part of your compensation by Conroe ISD.

A note about pre-existing conditions
Keep in mind that if you elect to enroll in disability insurance, you will not be covered for a disability caused by or resulting from a pre-existing condition, including pregnancy, unless, on the date you become disabled, you have been continuously covered under the disability group policy for 12 months. Additionally, after an increase or change in coverage is made, claims for pre-existing conditions will be paid at the former benefit level in the first 12 months after the change is effective.

A pre-existing condition means a disease, injury, sickness, physical condition, or mental illness (or a condition related to) for which you’ve done any of the following during the three-month period immediately before your effective date of coverage:

1. Had treatment; incurred expense; took medication;
2. Received care or services, including diagnostic testing or related measures; or
3. Received a diagnosis or advice from a physician.

Note for employees currently enrolled in the American Fidelity group disability insurance policy with indemnity coverage: You cannot change your disability plan options without canceling your indemnity coverage and enrolling in percent of salary coverage. You can see which type of coverage you have by logging in to FFenroll, the enrollment site, and reviewing your list of current benefits. If you are currently enrolled in group disability insurance, either Disability (Percent) or Disability (Indemnity) will be listed.

Effective September 1, 2022, Conroe ISD will replace its current 457(b) retirement plan vendor options with one 457(b) plan, FFinvest, managed by TCG Administrators. If you are currently contributing to a Conroe ISD 457(b) plan, your contributions will be transferred to your new FFinvest account with TCG beginning in September. You will receive a letter from TCG Administrators regarding these changes. If you are not currently contributing to a Conroe ISD 457(b) plan and would like to begin investing, please refer to the 2022-2023 Employee Benefits Quick Reference Guide for Full-Time Employeespdf (Españolpdf) for the steps to create your account.

• You are responsible for completing online enrollment, even if you decline all coverage, within 31 calendar days of your date of hire. Failure to enroll within this time frame will result in forfeiture of benefits until the next open enrollment period.
• Changes are not permitted unless you experience a qualifying event and request a change of election within 31 calendar days of the event. Please review the Guidelines for Change of Electionpdf for additional information.
• Full-Time Employees: Premiums are due beginning on the first day of coverage. Therefore, a delay in enrollment may result in an increased deduction on the first paycheck following successful enrollment in order to collect any premium(s) not previously deducted. The first payroll deduction of premium(s) is determined by the Conroe ISD Pay Schedulepdf (260-day employees)pdf. You may refer to the Benefits Enrollment/Deduction Schedulepdf for more details on these timelines.
• Part-Time, Substitute, and Temporary Employees: Premiums are due by the 20th day of each preceding month (i.e., November premium due by October 20). If you are enrolling on or after the 20th day of the month, you must submit payment for one calendar month immediately upon completion of your enrollment. All premiums must be mailed to the District’s third party administrator. If you fail to pay the monthly premiums in a timely manner, the District will proceed with the coverage cancellation process. Effective September 1, 2019, you must work 52 hours per month to maintain eligibility for the medical plan. To meet this requirement, substitutes must work a minimum of six full workdays each month.

• To log in to the online insurance enrollment system, you will need to use either your Conroe ISD Employee Identification Number (EIN) or your Social Security Number. Your PIN is a 6 digit sequence of the last 4 digits of your Social Security Number followed by the last 2 digits of your birth year.
